Cait Barker
Managing Director & Co-founder
Cait Barker is the Managing Director and co-founder of Barker Human Resource Solutions (BarkerHRS), a boutique complaint management company that helps organizations by providing unbiased and procedurally fair analysis and recommendations of employee complaints.
Before setting up BarkerHRS, Cait was a Grievance Analyst with the Department of National Defence and, previously, a Logistics Officer specializing in Human Resource Management in the Canadian Armed Forces. Cait holds a Bachelor of Commerce, a Master of Global Management, a Graduate Certificate in Strategic Human Resource Management and is currently studying for a Bachelor of Laws. The amalgamation of Cait’s experience and education gives her an in-depth understanding and knowledge of employment issues and employee complaint management. As an aspiring lawyer, she has a passion for employment law.
When Cait is not studying or obsessing over the latest employment law developments, she can be found with her family.

Jay Tarzwell CD MDS
Director of Operations
Jay Tarzwell is a retired career military officer with 34 years of experience. His last appointment was with the Canadian Forces Grievance Authority from April 2019 to February 2023, first as an analyst before becoming a team manager.
An innovative thinker, Jay reimagined, developed, and deployed a grievance resolution process that saw 75% of grievances forwarded to the Final Authority more rapidly. His approach focused on reducing redundancy through enhanced reliance on the Findings & Recommendations from the Military Grievance External Review Committee, to provide decisions to many grievors at an accelerated rate.
Throughout his career, he served both at home and abroad in the Former Yugoslavia, Syria, and Afghanistan. Serving in diverse environments exposed him to cultures and people from western Asia to the Canadian Arctic.
Jay’s experience gives him deep insight into the importance of a people-centric approach to mission success. The swift and fair resolution of complaints is an example of this, which demonstrates a commitment to staff wellbeing.
Jay holds a Bachelor of Arts degree from the University of Manitoba and a Master’s degree from the Royal Military College of Canada.
